It pursues several objectives:

• make people from different areas work together in order to associate all their skills,
• direct efforts toward meeting the objectives of the project, and no longer in the sole interest of vertical services,
• entrust the project leader with the responsibility of a global horizontal view of the objectives that are being pursued, as well as with a view to the interests of the end customer,

decompartmentalize departments which work independently of each other
